Experimental probability is based on actual observations or experiments. Instead of calculating what should happen theoretically, we observe what actually happens when we conduct trials.
By collecting data from chance processes, we can approximate probabilities and compare experimental results to theoretical predictions. This is the foundation of statistical science.
